A report/toolkit, providing an overveiw of techniques and policy changes that have been successfully implemented in a community setting that struggles with high rates of truancy and school dropouts.  The document presents a comprehensive model, outlining the framework developed to create, manage and sustain a truancy reform effort and that can be replicated/adapted by other court and school jurisdictions.
