Thinking About Pennsylvania's Vital Signs

The Models For Change initiative supports efforts to assemble, merge and reconfigure data to build a set of standard measures or "vital signs" that could serve as broad indicators of overall system functioning. This brief describes Pennsylvania's vital signs measurement work and presents some early findings to stimulate discussion among Pennsylvania juvenile justice stakeholders regarding the refinement and improvement of the vital sign measures themselves.
