Why he's in the news: Williams said the slaying of 15-year-old Willy Tineo-Ferreira in September is a horrible tragedy, but not an indication that juvenile crime in Berks is on the rise. (The attorney for Alfredo Uribe, 16, Reading, one of the five teens charged in the killing, wants Uribe tried in juvenile court. A decision on the request is pending). Williams, a 30-year veteran probation officer, said juvenile crime actually is on the decline.
